Insult-ative! Public Engagement & The Non- Consultations.

Consultations are a legal requirement of Planning & Development. At what stage did Consultations apparently moved from being a means of democratising our community’s Planning and Architectural Developments, to a tool to shut down local dissent and opinion? Can we salvage the consultation or is it beyond hope?
